I currently serve in a healthcare leadership role in Indiana, overseeing multi-program operations, workforce systems, and compliance within a complex Medicaid-funded service environment. That active insider perspective is what makes this advisory practice different.

Background
Built from the Inside
My experience spans healthcare operations leadership, Medicaid compliance
and accreditation preparation, revenue cycle stabilization, workforce and HR
system development, and strategic planning for complex service organizations.
I came to this country from Kenya carrying a belief that you earn credibility through the quality of your work and the depth of your commitment to the people you serve. That belief hasn't changed. Along the way I earned an Executive MBA from Notre Dame's Mendoza College of Business (Class of 2025, merit scholarship) and dual Bachelor's degrees in Healthcare Management and Human Resource Management from Indiana University South Bend.
Entrepreneurship Background
Sanaa Chocolates (2019–2023)
In addition to healthcare leadership, my advisory work is informed by hands-on experience co-founding and operating a consumer-facing business from concept to market. Sanaa Chocolates was an MBE-certified, SAM-registered small business I co-founded with my wife Yvonne — providing direct exposure to the full arc of business building and execution: market research, brand development, website development, social media marketing, financial operations, capability statement development, and community engagement.
It provided a perspective most advisors don't have: what it actually feels like to build, operate, and sustain something from the ground up. That experience is what makes the startup advisory work real — not theoretical.

Oscar is also the founder of LensOfCare360, a health technology initiative focused on improving care coordination and operational visibility across healthcare organizations serving individuals with disabilities and complex care needs.
